It's interesting to me how not much of what you mentioned in this post or in the major parts of ACA/Obamacare seems to address the key problem in health care these days: The costs of treatment are spiraling out of control.

It seems like most of the legislation is concerned with restructuring who bears those costs, not trying to bring them down to more reasonable levels (and do NOT try and tell me health care is "reasonably priced". No one in their right mind thinks that).

The lack of transparency with health care costs is horrible. It needs to change.

It is absolutely true that currently medical costs in the United States are rising at an unsustainable level. It is not reasonably priced I would never suggest that it is, I will research your question in entirety about PPACA's regulatory scheme and the cost saving mechanisms within the law and get back to you by the end of the day.

Much of the reason that health care costs are so high in the US is because of the many unnecessary and redundant tests, expensive procedures; and overpriced drugs and devices that are often no better than the less expensive products they have replaced.
With PPACA is a requirement that physicians, practices, and hospitals invest in electronic records systems which would in effect allow a physician to view a life record in order to seek the best results for that patient. Also requiring insurers to spend 80% - 85% of premiums on health care costs is another cost saving measure, large insurers negotiate for better rates from hospitals and providers by requiring their subscribers to use those facilities at the discounted rate, folks who are uninsured never see those cost savings.
The other cost saving measures in PPACA address waste in the existing system. It is a beginning, but not the end of what policies we should continue to push for if PPACA is preserved as is.
